Bill Feng is a Commander in the Chinese Navy and an engineer who co-designed the Chinese stepper technology embarked on the military twains.
He took part in the East Twenty Million mission aboard the Zheng He and he travelled aboard the USS Neil A. Armstrong II to Earth West 250,000,000.[1]

His American counterpart Harry Ryan was at first suspiscious of him but after a while they formed a frienship.[2]
